The 3E Framework for Organizational Learning
The 3E framework organizes the gathering, assessment and synthesis of evidence for organizational learning. It can support routine adjustments, the development of new skills and larger changes in strategy by bringing together internal data, research, benchmarks and expert judgment.
THE IDEA
Learning Outcome Differences
Learning ranges from linking an action to its consequences, such as discovering that a hot object hurts, to understanding abstract rules or making sense of an emotional experience. Organizations likewise learn through repeated activity and through deliberate reflection on how they work.
One distinction concerns the depth of learning. Lower-level learning establishes associations between behavior and results. Higher-level learning develops understanding of the rules, assumptions and norms behind those results. The 3E framework can support both. For routine learning, it helps teams identify and assess relevant experience. The 3E framework can also support deeper inquiry by combining organizational data with scientific research, industry benchmarks and expert judgment. Using several sources widens the inquiry, though it does not automatically remove bias.
A separate distinction concerns the purpose or modality of learning:
- Adaptive learning responds to changes in the environment. A response may become routine, but recognizing and interpreting the change still requires judgment. Systematic monitoring can help teams notice signals they would otherwise miss.
- Generative learning deliberately develops new skills to pursue organizational goals. Evidence helps identify the skills needed and assess ways to acquire them.
- Transformative learning changes an organization’s structure, tasks or goals in response to opportunities or threats. It requires examining emerging trends, questioning existing assumptions and comparing possible directions.
The 3E framework offers a way to organize evidence across these activities. For example, a team may need to check an internal performance trend against external research before deciding whether to adjust a routine or rethink the process itself.
Learning also depends on what happens after evidence has been gathered. People need ways to share findings, question interpretations and apply what they learn. The 3E framework can contribute to that infrastructure, but its value depends on the quality of the evidence and how the organization uses it.
When to use it
A company facing market disruption uses the 3E framework to systematically gather data on emerging trends and expert opinions to inform a transformative strategic shift.
A team conducting a post-mortem analysis uses the framework to compile lessons learned from organizational data and research to improve future projects.
An organization seeking to develop new skills uses generative learning with the 3E framework to identify skill gaps and select training programs based on broad input.
A large enterprise uses adaptive learning with the framework to continuously monitor environmental changes and adjust operations proactively.
FROM THEORY TO EVERYDAY LIFE
In practice
Applying the 3E Framework to a Strategic Shift
A technology company considering a move from hardware to software services could use the 3E framework to compare sales data and customer feedback with technology research, industry benchmarks and expert advice. That inquiry could test whether a strategic shift is justified and which uncertainties remain.
Post-Project Review Using the 3E Framework
After a failed launch, a team could use the 3E framework to examine design, development and marketing records alongside external research and expert views. If the evidence points to weak market research and unchecked assumptions, the team can revise how it tests future product ideas.
A MOMENT TO REFLECT
Put it to work.
How could your organization use the 3E framework to improve decision-making in a recent strategic challenge?
What type of learning (adaptive, generative, or transformative) does your organization primarily rely on, and how might the 3E framework enhance that modality?
Think of a time information was gathered haphazardly. What evidence was missing, and how could the 3E framework have helped?
