Reframing Heuristic: Restating the Question
An exercise demonstrating that the way a question is framed influences perception and analysis. By rephrasing a controversial question about gays in the military in many ways, one sees how wording shapes the problem definition.
THE IDEA
Reframing Heuristic: Restating the Question
This heuristic involves deliberately rephrasing a question in multiple ways to uncover hidden assumptions, broaden perspectives, and reveal alternative approaches to a problem. The exercise below asks you to try several formulations.
EXERCISE 4: Gays in the Military
Consider this question: Should gays be permitted to serve in the military? Does this question accurately address the problem? What is the problem? Rephrase the question in at least a dozen different ways and see how doing so affects your perception of the problem and how you might analyze it.

By reframing, you might explore questions like:
- How can the military maximize effectiveness while respecting diversity?
- What policies best support cohesion and readiness?
- What are the consequences of excluding a group based on sexual orientation?
- How do other nations handle this issue?
Each reframing leads to different data, considerations, and potential solutions.
When to use it
When defining a research problem, reframe the question to avoid biased formulation.
In policy debates, use reframing to explore different stakeholder perspectives.
When stuck on a creative problem, restate the challenge in multiple ways to spark ideas.
In conflict resolution, reframe the issue to find common ground and new solutions.
FROM THEORY TO EVERYDAY LIFE
In practice
Reframing the Military Question
Rephrase 'Should gays be permitted to serve in the military?' as 'How can the military ensure equal opportunity for all qualified individuals?' This shifts focus from permission to inclusion and merit.
Another Reframing
Rephrase as 'What are the operational impacts of allowing openly gay service members?' This leads to research on unit cohesion and performance.
A MOMENT TO REFLECT
Put it to work.
How does changing the wording of a question change the possible solutions?
What assumptions are embedded in the original question about gays in the military?
In what ways can you reframe a current problem you are facing to open up new avenues of thought?
